27.04.177 EMERGENCY SHELTER.

"Emergency shelter" means overnight emergency housing, typically operated by a governmental or nonprofit agency, which is the principal shelter of the inhabitant for a temporary, emergency period. An "emergency shelter" is defined as one that is open for nighttime periods only, that is from 4:00 p.m. to 8:00 a.m. on the next day; it does not function as a common household for a family, although common bath and/or kitchen facilities are typically shared by inhabitants.

Where authorized as a special use in Chapter 27.18, the emergency shelter is subject to the following: (a) limited to up to 14 persons who have been evaluated by persons experienced in shelter placement; (b) limited to not more than 14 consecutive days and not more that seven weeks in a year; (c) limited to housing only and shall not provide on-site medical care, laundry, day care, and/or employment assistance or counseling; (d) required to provide transportation for the inhabitants; (e) required to designate one person as a community liaison to receive and resolve community complaints. Pursuant to a special use permit designating different limitations and allowances the number of persons to be housed and/or the time limits for housing may be increased.
